PROJECT / FUNCTION DESCRIPTION:

Project Background

ICE EEIG has been awarded, as leader of a Consortium, two Lots of the EU Framework contract Services for the Implementation of External Aid (FWC SIEA 2018), namely:

·                    Lot 3: Human Rights, Democracy and Peace

·                    Lot 4: Human Development and Safety Net

The FWC SIEA 2018 is expected to start by the end of May 2018 for a period of maximum four years. Its purpose is to provide technical assistance services for any stage of the project cycle at short notice for the exclusive benefit of developing countries receiving EU external aid. These services are to be procured through individual service contracts with a value of up to EUR 1 million.

ICE EEIG is looking for a talented Project Manager (PM) who will work within its Framework Contract Unit, based at its headquarters in Brussels, Belgium. The period of assignment for this position is related to the duration of the FWC SIEA contract which is foreseen to be of 4 years. 

Job Description

The PM will be in charge of managing contracts awarded under the Lot 3 - Human Rights, Democracy and Peace of the FWC SIEA 2018. S/he will ensure the implementation of project activities, delivery of project outputs and the achievement of project and company targets and results. S/he will develop and maintains relationships with key project consultants, project partners and project stakeholders (donors and beneficiaries). S/he will co-ordinate the implementation of all projects under her/his responsibility ensuring that the project is managed according to the Terms of Reference, work plans and budgets. The PM will ensure timely and qualitative delivery of project outputs and achievement of project results, as well as the smooth project finalisation and closure.

 

The PM will work under the supervision of the Project Director and the Head of the Framework Contract Unit and in collaboration with other team members.

 

Tasks and Responsibilities

 

·         Manage the portfolio of projects/FWC contracts under his/her responsibility;

·         Handle incoming Requests for Services and co-ordinate the preparation and finalization of proposals for individual assignments under the FWC SIEA Lot 3, including the drafting of project methodological notes, work-plans and budgets;

·         Maintain a sound working relationship with key experts, project partners and project stakeholders;

·         Monitor project activities and progress and ensure that projects’ outputs are produced timely and according to the projects’ work plans and budgets;

·         Ensure data and information gathering for business intelligence purposes;

·         Identify and formulate lessons learned from project implementation;

·         Conduct field monitoring missions to attend project briefings or debriefings and/or to provide backstopping to key experts;

·         Assist with the identification of project experts;

·         Contribute to the attainment of the company objectives and targets.

PROFILE OF THE EXPERT:

Academic Background:

·         University degree in International Relations, Political Sciences, Law or any other thematic area relevant for Lot 3.


Professional Experience:

·          Minimum 5 years of professional experience in an international development context

·          At least 3 years of experience in project management in the fields of Governance, Democratisation or Migration;

·          At least 2 years of experience in managing framework contracts financed by the EC under the FWC BENEF or FWC COM – mandatory requirement;

·          Experience in management of tender processes and subsequent contract management.

Languages:

·   Excellent command of written and spoken English and/or French and good command of the other language (mandatory requirement);

·         Good passive knowledge of Spanish or Portuguese would be an asset.

·          Dynamic and client-orientated;

·           Strong team spirit;

·           Flexibility and willingness to assist other team members, namely during peak periods;

·           Ability to work autonomously in a fast-paced commercial environment with frequent deadlines.
