Evaluation of EU- Community Stabilisation Programme in Kosovo

The evaluation assessed the EU-CSP programme using the five standard DAC evaluation criteria, namely: relevance, effectiveness, efficiency, sustainability and impact. In addition, the evaluation assessed two EU specific evaluation criteria:

·       The EU added value (the extent to which the EU-CSP Programme adds benefits to what would have resulted from Member States' interventions only);

·       The coherence of the Programme itself, with the EU strategy in minority communities sector in Kosovo and with other EU policies and Member State Actions;

According to the terms of reference the following activities were implemented:

·       Conduct an initial review of documentation;

·       Carry out the kick-off meeting with programme management at EU Office, Revisit intervention logic;

·       Develop an evaluation methodology development, including evaluation tools, preliminary analysis leading to detailed work plan;

·       Develop and present the Inception Note to EU Office;

·       Develop a systematic analysis of relevant documentation;

·       Conduct interviews with institutional stakeholders;

·       Present preliminary findings and preparatory steps for field phase including further refining: evaluation tools, list of future interviewees, dates/ itinerary of visits, task allocation for each team member;

·       Conduct interviews with beneficiaries and institutional stakeholders at local/municipal level;

·       Carry out briefing to EU office staff relevant to the evaluation;

·       Draft and finalise the Final Report
